Bristol City Council should block all lines of sight to the scene and monitise their own photography from this incident, before anyone else thinks to so the same. They can lie about their reasons later.
Frankly, bringing up public safety and homelessness as a reason for withholding rights without any deeper plan to address these issues is as nauseating as it is ridiculous.
